Step-by-Step Guide: How to Apply for the New Pilot Study Program for Third-Country Nationals in Cyprus
This guide explains how third-country nationals (non-EU/EEA citizens) can apply for the new pilot study permit in Cyprus (read our previous article New Pilot Study Program). The program allows participation in specific training or educational courses lasting over four months, outside the university system.
1️⃣ Check Your Eligibility
You may apply if:
- You are a non-EU citizen currently outside or legally residing in Cyprus.
- You want to study in an approved educational or training institution under the authority of either:
- The Department of Civil Aviation, or
- The Deputy Ministry of Shipping.
- The course you plan to attend lasts more than four months.
- You can cover tuition and living expenses during your stay.
⚠️ Note: This pilot does not apply to university or college studies.
2️⃣ Confirm the Institution Is Approved
Before applying, make sure your school or training center is on the approved list published by the relevant authority.
- For aviation programs: check with the Department of Civil Aviation.
- For maritime programs: check with the Deputy Ministry of Shipping.
If your course provider cannot confirm approval, contact them before starting your application.
3️⃣ Prepare the Required Documents
Typical documents include:
- A valid passport (with at least 6 months validity remaining)
- Proof of acceptance from the approved institution
- Proof of accommodation in Cyprus
- Proof of financial means (bank statement or sponsor letter)
- Health insurance covering your stay in Cyprus
- Clean criminal record certificate from your country of origin
- Medical examination results (as required by immigration authorities)
Additional documents may be requested depending on your case.
4️⃣ Submit Your Application in Nicosia
Applications must be submitted in person at the:

You cannot apply online.
5️⃣ Pay the Fees
- €70 for the temporary residence permit (Visitor–Program Participation)
- €70 for the first registration in the Aliens Registry (if applicable)
Keep your receipts, as you may need them for future renewals.
6️⃣ Wait for the Decision
Permits are issued on a first-come, first-served basis. Only 200 permits will be granted in the first year — 100 per authority (Shipping and Civil Aviation).
Processing times may vary, so apply as early as possible once your documents are ready.
7️⃣ After Receiving the Permit
Once approved, you will:
- Receive a temporary residence permit allowing you to live in Cyprus during your studies.
- Be allowed to participate in the course for its full duration.
- Need to renew the permit if your course extends beyond the initial period.
